Have a look the HFN Center and their research at http://www.hfncenter.org/
Hastely Formed Networks is a fairly new term that highlights or focus on some of the fundamental aspects in the organization of response to crisis and emergencies. According to HFN Center:
“An HFN has five elements; it is:
(1) a network of people established rapidly
(2) from different communities,
(3) working together in a shared conversation space
(4) in which they plan, commit to, and execute actions, to
(5) fulfill a large, urgent mission.”
